According to 42 U.S. Code § 300aa–22 – Standards of responsibility (b) Unavoidable Adverse Side Effects; Warnings, (1) "No vaccine manufacturer shall be liable in a civil action for damages arising from a vaccine-related injury or death associated with the administration of a vaccine after October 1, 1988, if the injury or death resulted from side effects that were unavoidable even though the vaccine was properly prepared and was accompanied by proper directions and warnings."
The National Childhood Vaccine Injury Act of 1986, as amended, created the National Vaccine Injury Compensation Program (VICP), a no-fault alternative to the traditional tort system.
On December 30, 2005, the Public Readiness and Emergency Preparedness Act (PREP) authorized the Secretary for the Department of Health and Human Services to issue a PREP Act declaration. This declaration provides immunity from liability to pharmaceutical companies that make or distribute vaccines unless there is "willful misconduct" by the company.
The PREP Act also created the Countermeasures Injury Compensation Program (CICP), which provides benefits to people who claim that they suffered injuries from vaccines under emergency authorization.
COVID-19 vaccines are covered countermeasures under the Countermeasures Injury Compensation Program (CICP), not the National Vaccine Injury Compensation Program (VICP).
VICP, also known as "the vaccine court" has paid out an estimated $4.3 billion since 1988.

Real REACTIONS is a nonprofit dedicated to providing assistance—financial for qualified individuals, educational, outreach and advocacy - for those financially impacted by adverse events from pharmaceutical countermeasures, gene therapy technologies, biologics and other forms of vaccines. With the help from your donations - Real REACTIONS is committed to helping those who have also incurred a significant financial hardship and are in need of advocacy for the safety of ‘vaccines’ and other pharmaceutical countermeasures and biologics. Real REACTIONS is one of the first of its kind in the nation - - a nonprofit, donor supported effort that directly provides financial support to those injured by these products. While we are new - and our website is still in development -- we are not new to this topic and have been a strong advocate for many, many years.
For the founder of Real REACTIONS, this is personal. Dr. Crisanna Shackelford knows, first hand, the impact of a life-changing vaccine injury. Sadly, she learned the hard way that vaccine injuries are real. Crisanna also learned just how hard it was to be heard, how expensive it was -- and is -- to find treatments for her injury and to speak out on this topic. Her own battle to heal, her outreach, research and advocacy led to the founding of Real REACTIONS. Her experiences informed her drive and commitment to serve those in need. Crisanna’s dedication to this mission is also informed by her career choices. With honor and commitment, integrity and duty she served in the United States Navy and combined with her years of federal service in the Department of Defense, she completed over 33 years of service to our Nation. She knows the importance of service.
Crisanna’s personal research focus on the topic of nonlinearity, the complexity sciences and foresight development helped prepare her to dig into the science that is – vaccine safety. The interdependencies between vaccine safety research and the need to provide financial support to those injured by a vaccine are forged by a myriad of policy challenges, co-evolving scientific research perspectives and other emergent obstacles that must be addressed. Her research and advocacy for vaccine safety is well known. Over the years, she has joined forces with many of the leading voices in this community and remains committed to growing awareness of the very real reactions that can and - sadly – do happen!
